Great Article for Improving Police
I first described “Seven Seeds for Policing” at the annual meeting of the Police Executive Research Forum in Washington, DC in 1993. My talk was subsequently published in the FBI Law Enforcement Bulletin in March, 1994. The question today, nearly 20 years later, is how many of those seeds took root, grew, and produced fruit?

In my over 30 years of police service, I have seen some changes of which I am proud, specifically, the higher education levels of police recruits and the larger number of women and minorities in police departments. At the same time, I confess that all I hoped for did not happen.
